Payroll/Benefit Coordinator - Torrance, CA

Educational Occupational Training Center seeks Payroll/Benefit Coordinator for a 3 month project assignment.

SUMMARY Under the direct supervision, of the Director of Fiscal & Administrative Services to perform varied and responsible accounting, payroll, benefits and clerical work; keep and review financial and statistical records; and do related work as required.

ESSENTIAL DUTIES AND RESPNSIBILITIES Process all payroll input, including special programs such as SYETP Coordinates processing of all employee benefits, including medical, dental, vision, life insurance, long term disability insurance, and long term care, including retirees and open enrollment. Handle COBRA issues and maintains payment records on COBRA enrollees. Receives completed payroll assignment orders from Superintendent’s office; processes salary adjustments and changes through the County Payroll System. Maintains accurate and current listing of employee’s vacation and sick leave. Calculates and processes payroll deposits from all regular and supplemental payrolls. Calculates and processes quarterly and annual state and federal tax returns and state unemployment insurance returns; coordinates processing and distribution of annual W-2’s. Works with TPA on unemployment claims. Coordinates long term disability issues with our TPA and employees. Accounting duties such as substitute teacher chargebacks. Permanent member of all Professional Growth Committees. Performs complex technical duties related to the employment and credentialing of certificated employees. Responsible for reviewing benefit and rate increases. Make recommendations as necessary. Performs other duties and work as assigned.

QUALIFICATIONS Knowledge of: Familiar with FMLA medical leave, unpaid leave and Worker’s Compensation. California public school payroll procedures including state and federal guidelines; pertinent provisions of the Education Code, and applicable federal and state laws and regulations; computer financial applications; experience in the use of the word processing and spreadsheet applications essential; experience with conversion of financial systems is desirable; the principles and practices of school district auditing and research procedures.

EXPERIENCE Minimum of three years Payroll and Payable processing experience and working with HRS system and to communicate well with Center and County Employees.
