Job Description:

Responsibilities

  • Driving the development, design, and implementation of instrument and controls portions of capital projects
  • Developing capital and expense budget requirements related to instrumentation and controls upgrades
  • Generating detailed functional requirements specifications to ensure new instruments / controls meet project requirements
  • Writing and participating in Factory and Site Acceptance Testing of PLC / SCADA systems
  • Supporting the effort to ensure Instrument Mechanical Integrity (MI) regulatory compliance
  • Providing designs to improve instrument / controls reliability
  • Assisting in implementing and improving reliability programs and processes: Defect elimination Predictive/Preventive Maintenance Plans, Criticality Analysis, SIS and associated metrics.
  • Instrument engineer on Capital projects instrument with contractor oversight
  • Processing Hazards Analysis (PHA) / Layer of Protection Analysis (LOPA) support
  • Performing Independent Protection Layer (IPL) Analysis and determine required upgrades to existing Safety Instrumented Systems (SIS)
  • Leading the verification/commissioning of new or modified SIS
  • Utilizing documentation systems and processes which maintain accurate instrument and control system specifications and drawings
  • Properly document SIS and IPL’s.
  • Specify and procure new and replacement instruments and control hardware for PLC / SCADA systems and industrial networks using industry protocols
  • Assisting with the training of Instrument Technicians thru the development of Instrument and Test Procedures
  • Assisting and completing MOC’s, P&ID’s, PHA’s as they relate to Instrumentation
  • Adopting and sharing instrument systems “best practices” through internal and external networking
  • Providing input for Turnaround preparation

 

 

Basic/Required Qualifications  

 

  • Legally authorized to work in the job posting country
  • Bachelor of Science Degree or higher in Chemical, Electrical, Computer Engineering or equivalent
  • 3 or more years of industry experience
  • Knowledge of instrumentation specification through design and field installation experience
  • Understands safety and mechanical integrity standards and maintains competence in these fields
  • Knowledge of instrument maintenance practices
  • Familiar with Smart Plant for Instrumentation (SPI) and SAP
  • Ability to program or modify programming for Programmable Logic Controllers (PLCs) for general purpose and safety applications
  • Knowledge of instrument safety requirements, including the applicable sections of OSHA 1910.119, ANSI/ISA 84.00.01-2004 and API documents

 

Preferred Skills 

 

  • Refining or Petrochemical process knowledge – strong understanding of process units and business drivers
  • 5 – 10 years Instrument and control systems experience in a refinery
  • Mechanical Integrity and Process Safety Management (PSM) knowledge
  • Direct experience in the design and commissioning of SIS
  • Safety Certification such as PRISM, TUV, ISA certification or equivalent
  • Experience with SIL Solver software
  • Demonstrated ability to program and trouble-shoot Allen-Bradley, Triconex and / or HW FSC / Safety Manager PLC using function blocks
  • Knowledge of alarm management and Human Machine Interface (HMI) graphics development
  • Experience with wireless instruments
  • Demonstrated ability with Smart Plant for Instrumentation, especially at the Admin level is a strong plus
  • Knowledge of networking protocols and standard interfaces such as Modbus TCPI/IP or RTU, Ethernet I/P, OPC
  • Ability to apply failure investigation methodology and problem solving principles
  • Strong team-building skills with ability to build teams across organizational lines
  • Establishes priorities and develops critical tasks
  • Will surface and resolve conflicts in a timely manner
  • A proven self-starter, able to communicate effectively, both verbal and written, with a wide range of personnel, has the ability to interact and work in a team environment, and is well organized
