Construction Manager - FEMA Projects - Germantown, MD

Job Description:

Currently seeking a highly talented and energetic Construction Manager with experience with planning, managing and overseeing construction work for vertical (facilities) projects or programs. This position requires the technical skills to effectively lead and manage plans, consultants and budgets for multi-project engagements.

Job Duties

  • Act as Owners Representative on-site for quality assurance and construction compliance from CMAR and/or General Contractor 
  • Responsible for the direction and management of assigned projects and contracts
  • Establishes and builds professional relationships with Clients, other Consultants and Contractors 
  • Understands construction execution plans, logistics and implementation strategies 
  • Oversees the construction phase execution and manages construction and inspection oversight Program Management (PgM) team employees Manages the coordination, interface and interactions with internal disciplines and teams within the client and with 3rd parties in relation to Technical, Financial, Safety, Quality, and other elements of a project, to ensure successful execution of the PgM scope of services 
  • Coordinate projects for on-schedule completion within or below budget in accordance with contractual obligations 
  • Responsible for quality assurance and oversight of contract activities and performance metrics to meet construction project goals & objectives
  • Responsible for compliance with corporate safety requirements 
  • Oversees Change Management and Risk Management on the project for construction phase 
  • Lead support role for change order reviews and negotiations 
  • Takes an active, personal role in the establishment, implementation and management of project Quality Assurance, Safety and Risk Management Systems and Procedures 
  • Assists the senior management team in devising and executing actions plans to rectify potential cost overruns or schedule delays, or to accommodate significant changes to the scope of work 
  • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule
  • Supports or develops recommendations and action plans to resolve issues affecting or likely to affect the successful execution of the works
  • Establishes regular meeting to review package status, formulate action items and follows up on close out 
  • Works proactively, constructively and fairly with all parties to ensure the successful execution of the project 
  • Validate the execution of all permitting and inspection activities on-site 
  • Coordinates all close-out, punch-list and move-in activities with the project stakeholders  

Minimum Requirements 
  • 10+ years of experience with progressively increasing responsibilities related to construction management 
  • Experience with communications and presentations 
  • Multi-project field management experience 
  • Construction Manager at Risk delivery method experience with primary emphasis during the construction phase 
  • Strong negotiation skills 
  • Working knowledge of Microsoft Office (Word, Excel, Access, PowerPoint and Outlook) 
  • Have and maintain a valid Texas drivers license 

Preferred Qualifications 
  • Bachelors degree in construction management, architecture, and/or engineering 
  • Experience as a General Contractor and/or Construction Manager @ Risk preferred 
  • Proven experience with Educational Projects (K-12 and/or Higher Ed) and Bond Programs 
  • Overseeing or managing more than one site at a time 
  • Estimating experience considered a plus
